It's not wise that they omitted including most of the plugins on Windows, as it kills its main selling point. Still, it can be installed stand alone, GTK is packaged in. GTK based, which means on Windows the UX is not native. Not sure how important it is to emphasize IDE part, but it is lightweight for sure.
